We have a Hotel Project in Paraguay. We have sent the Project documentation and the reviewers have made an observation regarding the Water Use Reduction Calculation. The expected guests are 206, which also use the common roof areas where the pool and gym are located. I have made a group of use for the rooftop bathrooms, where I placed the 206 guests as visitors, since only the guests can access that area. The reviewers tell me that the 206 guests are duplicated, since they are in the group of residents with the fixtures of their rooms, and also in the roof area as visitors. Consult how can I estimate the use of guests in pool and gym areas, to avoid duplicating their occupations.

From your question, I'm assuming the fixtures in the hotel guest rooms have different flush/flow rates from the fixtures in the rooftop bathrooms, otherwise the savings would be the same regardless of which fixtures the hotel guests use.
If they have different flush/flow rates, then you need to make an assumption of how many hotel guests would be expected to use the rooftop bathrooms and count a portion of their uses towards the hotel guest room fixtures and the remaining portion of their uses for the rooftop bathrooms. You can do this two ways in the water use spreadsheet calculator. First, you can simply count the occupants twice for each fixture and adjust the Percentage of Occupants to reflect the expected percentage for each fixture (i.e., 90% for the hotel guest room fixture and 10% for the rooftop fixture, or however you determine the ratio to be).
Or you could adjust the Total Daily Uses to use a non-default rate for each fixture (column S). For instance, since they're included as residents, the hotel guests have a standard usage rate of five water closet uses per day. If it's expected that they use the rooftop bathroom once a day, then you would include both fixtures and use a non-default rate for the hotel fixtures of only include four uses a day and the rooftop fixture with one use a day. Since the uses are being adjusted for each fixture, ensure that the percent of occupants is 100% for each group.

Hello Gerren, it's like that, the groups of rooms and the roof have different consumptions. Thank you for your clarification, I believe you are right I must estimate the number of guests that will use the rooftop appliances, and discount those uses of the rooms.
