Confusing about how to determine the Vps in VRP calculation

Dear all,

We have been told by LEED coach that under cooling condition, the VRP calculation should use minimum Vpz for zone, and use the design maximum Vps for system, but if all VAVbox's Vpz is the minimum, the fan of AHU will adjust to minimum air flow too, why the system still using the maximum air flow?

If under heating condition, how do you determine the Vps for system?
