Comprehensive transportation management plan - behavioral change

We are pursuing the Exemplary performance option for SSc4.2 - the development of a comprehensive transportation management plan. In our understanding, this can consist of two main parts: 1) facilities and amenities to encourage alternative means of transport (i.e. bicycle sheds, provision of showers and lockers for cyclists) and 2) encouragement of behavioral change (i.e. setting a website for car sharing/ride-matching and information exchange on cycling buddies, or provision of financial incentives for public transport). The question is - for 2) - is it sufficient to include in the plan just recomendations (i.e. that the website should be set up, or financial incentives for public transport should be provided), or does it have to be agreed / signed up front with the developer, that the website will actually be set up, or owner/tenant will provide financial incentives for public transport?

Hi Jiri, To clarify, per page 50 of the Reference Guide, the Exemplary Performance point is earned via a comprehensive TDM Plan that demonstrates a quantifiable reduction in personal automobile use. So the recommendations are not sufficient, as you must submit an actual TDM plan that demonstrates a reduction.

Hi Marylin, Thank you for the answer / clarification. I understand that it is required to work out a comprehensive TDM Plan that demonstrates a quantifiable reduction in personal automobile use. You say that recommendations are not sufficient to form the TDM, and we must submit an actual TDM plan that demonstrates a reduction. I suppose then, that the policies forming the TDM have to be developed / agreed up front with the developer. Is my understanding correct?
