Diverse use is a distinct business or organization that provides goods or services intended to meet daily needs and is publicly available (LEED definition). As long as your public agency building can meet definition of diverse use, it is supposed to be counted.
Based on https://www.usgbc.org/credits/new-construction-existing-buildings-commercial-interiors-core-and-shell-schools-new-constr-2, the use type of community anchor uses is not only commercial office. Now it includes housing (100 or more dwelling units).
