Would be acceptable to have 1 bin for commingled recyclable waste (+ 1 bin for e-waste + 1 bin for batteries) and a waste contract that confirmes that commingled recyclable waste is sorted into the 5 required streams off-site?

The collection and waste management strategies may be different based on the waste hauler. If your commingled recyclable waste incudes mixed paper, corrugated carboard, glass, plastics, and metals, and the project has provided dedicated areas to collect and store such recyclable materials, then it should be fine. I would provide floor plans showing storage and collection areas and narrative describing the recycling storage and collection strategies.
