We have a project that purchases electricity from their local utility provider, which provides just over 33% green-e certified green power to their customers. They are on a wait list to purchase 100% green power, but the utility provider can't offer more through them. Since we're looking at purchasing RECs, could we only purchase green power for the other 67% of the electricity? I know that we'll still need to do carbon offsets for the natural gas in the project.

I don't see why not. As long as you can adequately document the two sources it should be fine.
