Can outdoor open-air swimming pools be counted toward rainwater collection areas? If the pool is constructed and maintained such that the water level always allows enough space for the local rainfall event (i.e. the rainfall event is 2.5", and the water level is kept no higher than 3" from the lip of the pool)...is there any reason I can't use that area to collect rainwater?

Hello Alfonzo,
The outdoor open-air swimming pools do not qualify as low-impact development (LID) or green infrastructure. LEED requires the proposed practices within the Rainwater Management system to be LID/green infrastructure. It may be part of the rainwater management system if it appropriately implemented together with the LID or green infrastructure to replicate the natural site hydrology processes.
