Cold Dark Shell - M&V Question

I'm working on a cold dark shell project where the tenant will be building out the full HVAC and BMS system. Are we still eligible to pursue EAc5.1 and 5.2, and what tenant information is needed to do so? We could utilize the tenant drawings and write an M&V plan that the tenant could use to monitor the ECMs. I know that this credit under LEED-CI requires additional submtering - what would be required of the tenant for the CS project to show compliance without all of that additional submetering required under LEED-CI? Thank you.

You are certainly eligible. You would probably need to tenant plans for the fitout in order to do so. Hard to write a Plan if you don't know the systems being installed. This credit does not require any submetering. LEED CI submetering comes under EAc5.2.
