Some teams take the approach of allowing for respondents to report separately for how they get to versus from work, in which case the baseline is 2 one-way trips per day per regular occupant. I've seen other teams just assume that the mode of transportation is the same to and fro, in which case you can use a baseline of 1 round-trip per day per regular occupant. Just make sure you baseline matches with whether you are focusing on one-way or round-trips in your survey questions.
