If a project going for certification underwent construction retrofits for a significant portion of the performance period, does it still qualify for certification?
The building remains partially occupied, as there is a temporary lobby with temporary tenant spaces, but the building does not meet 50% occupancy based on pre-construction occupancy numbers. Is there any way that this property can be certified?

I am a member of a UU society that has purchased a bank branch that was going to become a restaurant when the COVID-19 pandemic hit; it was gutted and we will now be turning it into a church. I am less concerned with formal certification than following the standards for the building and grounds, but it would be good to be certified at some point. We are just formalizing landscape and architectural plans now; I am new to LEED, though a long-time volunteer environmental activist.

No it won't qualify for certification as LEED v4.1 O+M clearly states that the building needs to be functional and operating for at least 12 months, meaning it should be operating at full load.
You cannot provide perforamance data for a temporarily operating building for certification.
