Is case 2 only available to projects with utilities that don't have DR programs? under v4.0, this was clearly the case ("Case 2. Demand response program not available"), but with the langauge in v4.1 it only talks about being able to take advantage of "future demand response programs". Does future imply only programs that don't exist in the present, or merely that the project would have the capability to participate in a future program, nevermind that one may exist in the present. Particularly given the change in language (eliminating the caveat that it only applies if programs are not available), I would think under v4.1 any future capability (per the requirements) would enable projects to meet this one point option, regardless of current utility programs, but I'm curious what other folks think.

The way I read the requirements it does not make much sense to implement case 2 if a demand reduction program already exists. It makes no sense at all to do so if the DR program in existence meets the criteria in case 1. I suppose that if the DR program criteria is less stringent that what case 1 requires then your logic relative to case 2 might apply.

Since Grid Harmonization is a construction credit, for case 2 under v4.1, can you please confirm what is required during the design stage before construction stage begeins?

Nothing is required by LEED at the design stage. Your design however should comply with all of the requirements under Case 2.
