Hello,
Any precedents on how to integrate carsharing services such as Car2Go, Communauto or Zipcars that do not have specific restrictions on drop-off points?
Our project is located in the area where you can just pick and drop a carshare wherever you want. I cannot define the walking distances to and from the parking location since it can be anywhere in on-street parking. The cars are equipped with permits to park anywhere in the city.
Moreover, there is no guarantee to find a car but by experience there are always cars available in the area.
Any cues on my next steps?

William, the difficulty with Car2Go-type programs is what you point out, they can't be tied with geographic certainty to an ND project site. The only work-around for Option 3 that I can think of would be GPS data collected by the program operator that tracks vehicle parking locations for a given time period, which might allow you to demonstrate that an average of x vehicles are always within 1/4-mile over a typical month. If that data is available and it demonstrates proximity, you should check with USGBC or CaGBC staff about their opinion of the approach before trying it with a submission.
