Working on a confidential project that is commercial/industrial, and the site has its own census tract. There are nearby tracts to the North, East, and South of the site. The North and East tracts are well above average income/employment rates. The tract to the South is below. The tract the project is in is commercial industrial, and only has one residence listed, as people in that tract are transient and only there during working hours. Can we use an average of nearby census figures to apply for this credit? Or is it strictly that you can only use the tract that the development is located (in this case its own)? Might be reaching for straws here, but thought it was worth asking.

Sounds like a specific enough situation that you'd want to contact GBCI and ask for a project-specific approval ahead of your review if this is a crucial point. But if you don't want to go through that effort, I think an average of the 3 tracts is a very reasonable approach and worth throwing in with your submission. As long as you can justify your approach as an accurate representation of the area and not cherry-picking the tract(s) that would definitely earn you the point.
