My project is an office building for lease and has already been in operation for 1 year but only 50% of the tenant office area is fit out. Is it still eligible to apply for LEED EBOM? When I read the requirement "the building must be fully operational and occupied for at least one year", I interpreted that the project must meet 2 conditions: 100% occupancy and operation in 1 year. If the project has been in operation for 1 year but doesn't reach 100% occupancy, then it is still premature to apply LEED EBOM. I'm wondering if my understanding is correct or not.
