Gross floor area is not relevant to SSc4.4, but since you ask about parking garages, I can see why you posted on this forum. As defined by ASHRAE, GFA excludes parking. GFA is also the basis for the EAp2/EAc1 energy model (and for a slew of other credits) and is calculated once for a project and entered into Project Information Form 2 (see http://www.leeduser.com/credit/CS-2009/PIf2).
However, beware, according to the LEED Reference Guide, for EAc4 Green Energy, CS uses a different definition of gross square footage based on BOMA (see http://www.leeduser.com/credit/CS-2009/EAc6 for commentary).
