Bus Line Rerouting for Adjacent Bridge Construction

Hi. My firm is working on a building that will be located right at the foot of a large bridge project that is currently in construction (estimated reopening in a few years). The bridge project itself includes a large planned greenway below it, and it will encourage foot and bike traffic. I understand that bus lines will be rerouted when the bridge is completed, and will include 2 line stops right at the intersection of our firm's new building. Can we qualify for these credits even though the bus lines won't be running for a few years and if so, what kind of documentation may be required? The entire district where all this is happening is in a massive revitalization and new developments are announced all the time. Thanks for any advice.
