We have one non-compliant product on the project to date. It is a PVC glue- less than a liter was used. My question is: do we have to use the budget method on all 5 categories (furniture, flooring, composite wood, etc.) now or just on the adhesives & sealants category?
In other words, does each category have a 10% allowance for the budget method, or is it 10% total for the 5 categories combined? Please advise. Thank you!

Yes, include all 5 categories in the budget method. It is an alternative to adding up the compliant categories. Each category has a threshold for compliance. If you still get to 90% compliant by volume when counting your PVC glue, then the adhesive category is compliant. If not you may either opt to count the category as non-compliant, or calculate an overall VOC budget.
