The contractor on a LEED site would like to put a billboard up. He claims that nothing in the credit LANGUAGE indicates any commitment on his part to adhere to reducing lighting pollution during construction. However we feel that credit INTENT dictates that lighting that is not required for safety or security adhere to credit requirements for the relevant lighting zone. Any thoughts about these conflicting points of view?
