When requiring bicyle racks are 30 metres from any functional entry to the building, what is the ruling regarding basements? In LEED v2009, a bicycle rack placed in the garage in a basement counted as "0 metres" away from the project. What happens in LEED v4? Would the bicycle rack need to be within 30 metres of the actual entrance, from the garage, to the indoors of the building?

In v3, project teams were allowed to enter "0" when documenting the distance from the building entrance for bike storage that was located within the building. I have not seen any language in v4 that specifically changes this with respect to indoor bike storage locations.
It would be odd if they began to enforce the "distance to entrance" requirement in v4 for bike storage located within the building, since once you are in the building you may not walk back to a building entrance in order to get where you need to go.
They may look to see that the bike storage is not located in an underground parking garage and several hundred feet from the building entrance.
I'll bring this up with GBCI next time I chat with them and post my response.

When asking GBCI "Must bike storage located within the building adhere to the 'distance to building entrance' requirements?" their response was:
"Short-term bicycle storage facilities must be within 100 feet of the main building entrance. Long-term bicycle storage facilities must be within 100 feet of any functional building entrance. This applies to bicycle storage locations within the building, outside the building, and/or outside the LEED project boundary. Long-term bicycle storage must be covered. Short-term bicycle storage can be covered but it is not a credit requirement. All bicycle storage should have two points of contact for security."
