I have a question regarding Baseline Design Airflow Rates per ASHRAE 90.1-2013 G3.1.2.9. It states that "System design supply airflow rates for the baseline building design shall be based on a supply-air-to-room-air temperature difference of 20degF or the minimum outdoor airflow rate, or the airflow rate required to comply with applicable codes or accreditation standards." My question is regarding the second italicized portion of that sentence.
For Navy projects that are required to follow UFC requirements, one particular requirement states that Navy projects must "maintain a minimum airflow of four air changes per hour in all regularly occupied spaces during occupied hours. The term “air change” in this particular instance means “air movement” calculated on the basis of four air changes per hour. "
Does this mean that the Baseline must also maintain a minimum airflow of four air changes per hour, which would require a greater amount of supply airflow than typically required by the supply-air-to-room-air temperature difference of 20degF? Or do UFC requirements not fall under "applicable codes or accreditation standards"?

Yes the baseline must also maintain that minimum airflow. I assume that if they are a requirement for the project that this statement would apply to the UFC.
