Per the LEEDv4 Reference Guide "Duration-based savings from auto-control faucets w/ automatic fixture sensors or metering controls are no longer allowed in the design case. Studies have shown that autocontrol fixtures do not save water because users frequently reactivate the faucet or stop washing before the cycle ends."
Would duration savings from "Smart Sensor-Activated Metering Faucets" be allowed? "Smart sensor faucets minimize their water consumption by releasing flow only when hands are present in the water’s path—stopping immediately when they are removed. Therefore, water does not flow unless needed." From this article http://www.edcmag.com/articles/94888-94888-hand-washing-behavior-and-leed

Hi Heather,I've heard this argument, especially from Toto, and it makes sense to me. As far as I know LEED hasn't agreed to accommodate it. Would love to hear from anyone else if they know otherwise.
