Hi,
we have a project in a country where local requirements set high standards for legionella protection, thus there are high requirements regarding the water temperatures and water circulation. Requirements are in contradictory with the ASHRAE mandatory requirmnets . How to deal in this kind of situations? Are there any exceptions from ASHRAE 90.1-2007?

Could you be more specific? Which mandatory provision(s)? The exceptions are already listed in 90.1. Any other exceptions would be in addenda or in the LEED Interpretations.

7.4.4.2 - if you can make the case that hot water is always required then this control requirement would not apply.
7.4.4.3 - much more than 110 will burn someone. Seems like a simple fix to mix hot water to bring down temperature.
7.4.4.4 - if these controls operate 24/7 then again this would not be required
