There are two Paths in ASHRAE 90.1-2010 Table 6.8.1c water chilling packages -Efficiency Requirement, just would like to know what is the different between path A and path B?

It appears as if there is some explanation in Section 6.4.1.2.1. There might be more in the User's Manual.

The main difference is that Path A has slightly flatter kW/ton efficiencies for full load and part load, whereas Path B has criteria for a worse full load kW/ton but a much lower than Path A part load kW/ton efficiency.

Based on https://h-m-g.com/T24/ASHRAE/ASHRAE%20Topics%20Stakeholder%20Meeting%20051010.pdf page 18 of 108, the Path A is intended for constant speed chillers and the Path B is intended for variable speed chillers.
