Almost never in an NC project. Only exception that comes to mind is if the system was strictly for process and not people. Not even sure that ever happens.

Marcus, what are the requirements when a HVAC is designed strictly for process and not for occupancy? I have not seen this in Appendix G or LEED NC reference guide....where is this specified? Thanks.

It is not in those documents because it is not regulated by 90.1. As with any process load it is modeled identically in the baseline and proposed.
An example would be a chiller whose chilled water is piped directly to cool a process load like a data center, some hospital equipment, ice rink, etc.

Marcus, My building is a data center, only a data center. Don’t have other spaces. How should simulate it based in ASHRAE 90.1 2007 for LEED? Many Thjanks

The building is simulated like any other building and the data center is considered a process load and should be identical in both models. If you are claiming savings relative to the process loads you must follow the exceptional calculation method. Data centers are being included in the next version of LEED. The second round of public comment documents contained some guidance on data centers as I recall.
