To comply with the section 5.9, Particulate Matter Removal, the HVAC system needs to have a filter or an air cleaner having a minimum efficiency of MERV 6.
Does this filter needs exactly be inside of the equipment (evaporator)?
I.e. If I have a VRF system. Does the evaporator needs to have a filter with a minimum efficiency of MERV 6 or I can have an evaporator with low-efficient filter and the outdoor air and recirculated intake using high efficient filters with a minimum efficiency of MERV 6?

I would recommend placing a MERV 6 filter on any recirculating equipment. This really helps protect the coil. Note that for IEQc5, you'll also want to have MERV 13 filters at main air-handling units, but due to a recent change in LEED 2009, these no longer have to be applied at terminal equipment like fan coil units, chilled beams, fan-powered boxes, etc.

That's how I interpret, but I've asked this same question to a technical service of ASHRAE and he said that this system does not comply with the 62.1 section 5.9, saying that the filter needs to be right before th cooling coil.
I would like to know if someone had ever submitted a project having this type of system and if the GBCI really accept.
