Is it correct that an apartment in a dormitory should be documented as a residential dwelling unit in the MEPC on the multifamily tab but the dorm rooms should not as they are not complete dwelling units?

That should be correct.
The International Building Code defines a "dwelling unit" as "a single unit that provides living facilities for one or more persons.... [and includes] permanent provisions for living, sleeping, eating, cooking and sanitation, thus providing a complete independent living arrangement".
Individual dorm rooms don't generally include all amenities (e.g. permanent cooking facilities), hence they don't meet the definition of dwelling unit. Dorm rooms are typically within a larger dwelling unit that shares these permanent facilities (like a quad or floor). It's much like bedrooms in an apartment - the apartment meets the dwelling unit definition, but the individual bedrooms within the apartment don't on their own.
