We are building a maintenance facility at a landfill. It would be very easy to use excavation material as Alternative Daily Cover, as the area that uses this is very close. I know that ADC is not allowed under LEED V4. Does this still count under LEED 2009?

Yes - unfortunately ADC still counts under LEED 2009.
