My question is, is it acceptable that the contractor hire an accredited professional for the testing? or should the hiring be from the consultant or the owner?

I hadn't faced such requirements. At my projects air testing was paid by contractor. It was made by a laboratory that has been accredited per ISO 17025. It worked.
