AHU Prefilters MERV Requirement

On a project that we are finishing up the AHU has two sets of filters - MERV 8 prefilter then a MERV 13 main filter. Are the prefilters required to be MERV 13 as well? I'm assuming that the MERV 8 prefilter is fine since the main filter is a MERV 13 but from what I can tell in IEQ 5 it just says all filters and doesn't differentiate between the two.

The MERV 8 construction filter requirement comes from IAQ Management During Construction EQc3.1. That language is: If permanently installed air handlers are used during construction, filtration media must be used at each return air grille that meets one of the following criteria below. Replace all filtration media immediately prior to occupancy.
  • Filtration media with a minimum efficiency reporting value (MERV) of 8 as determined by ASHRAE Standard 52.2-1999 (with errata but without addenda)
The MERV 13 final filtration requirement comes from Indoor chemical and pollutant source control EQc5. That language is: "In mechanically ventilated buildings, each ventilation system that supplies outdoor air shall comply with the following:
  • Particle filters or air cleaning devices shall be provided to clean the outdoor air at any location prior to its introduction to occupied spaces.
  • Filtration media is rated at a minimum efficiency reporting value (MERV) of 13 or higher in accordance with ASHRAE Standard 52.2
