Adding credits between preliminary review and final review...

I have read through a fair amount of comments above, but did not see my specific question addressed, so I will pose it: We are submitting construction phase preliminary review. We are close to the edge of certification, but are holding off on the Green Power credit. If our preliminary review comes back unfavorably, is there any issue with adding a credit for final review? Thank you.
