I think it is the a worst case of daily Rainfall....
Another way to say this might be "the 95th percentile rainfall event is the depth of rainfall measured over a 24-hour period and which is greater than 95% of all other 24-hour periods of rainfall during an average year."

Thank you, that makes absolute sense and so does the "sample calculations spreadsheet" which has DAILY rainfall not ANNUAL as indicated on USGBC's Rainfall Events Calculator. Thank you again!
