I have a project where DR program is not available, so we are setting up the project to have the infrastructure and developing the plan for demand response. My question is for the requirement to shed 10% of building estimated electricity demand. Do we need to demonstrate that we can shed 10% just at the peak time, or throughout the year?

If throughout the year, then say our building annual peak is 100kW, minimum requirement would be 10kW reduction. If building is operating at part load (say 50kW), a 10kW reduction is equivalent to 20% which is much more difficult. This is especially difficult during hours when project is not fully occupied and during months with mild weather. Is the 10% requirement calculated based on when demand response is triggered?
