Is it allowed to exclude up to 10% of spaces from this prerequisite?
Our project is a 20-story building that complies with the ventilation rates but there is an office in the core that doesn't have any ventilation and it is very difficult to get there without spending much money and bothering the tenants.

It is acceptable to apply the 10% exclusion to this prerequisite. The only prerequisite/credit that cannot apply the 10% exclusion is IEQp2 (smoking).

Yes, the 10% separate-management exclusion applies to this prerequisite, but keep in mind that the 10% threshold applies to the entire tenant space in which a non-compliant room might exist. Based on how this has been enforced in the past, it would not be acceptable to exclude one room in a separately-managed tenant that comprises 15% of the building.

So does the 10% exception rule apply to the whole building area or to a separate tenant's space? I mean if we omit 100% space of a single tenant, but which takes less than 10% of the whole building area, will we comply with this rule?

The short answer is yes.
If you exclude a tenant, you have to exclude 100% of the tenant space. The total area excluded cannot exceed 10% of the building. If you have 2 tenants occupying 5% and 7.5% of the building respectively, you could exclude either tenant but not both tenants.
