We have an office project pursuing option 2. Our design is mainly downlighting and spotlights on a lighting rail system. Our downlighting lamps meet the criteria for strategy A, but we can't find any spotlight lamps that can meet the criteria for lamps on a lighting rail. Can they be considered an exception (adjustable fixture) as they can be removed, they can all be pointed upwards or moved depending on layout and user preference so as not to cause glare?

It is my understanding that the spotlights on a lighting rail system would be considered "adjustable fixtures" which are allowed as an exclusion.
