We saw not exactly the same but quite similar problem in this link (https://leeduser.buildinggreen.com/forum/no-credit-uploads-available-credit-light-pollution-reduction-within-project) and suggest using different browser. If Regional Priority credits for other credits is eligible, it is also supposed to be eligible for Innovation credit.
