green power for residential hi-rise

How can this credit be achieved if the building is a high-rise residential building where all apartments are separately metered? This is a rental building. The owner would like to provide...

To quantify the total building's energy use and determine the 35% threshold to accomodate this credit, do we also include site power such as lighting, security, etc.? We have seperate metering...
