Air Filter "Dirty Filter" Allowance in Fan Energy Calcs

I cannot find where there is any mention about "air filter loading" allowance requirements for fan power calculations. Is it acceptable to perform power calculations based in "opening day" power...

In the building that I’m modeling some parts were existing prior to the project, some parts are new. Some existing parts were neither occupied nor conditioned but they are going to be occupied...
