Lighting Power Density requirement for Tenant spaces

CS-2009 EAp2: Minimum Energy Performance

Hi,
Is it required that the Tenants comply in their lighting designs with the Lighting Power Density requirement of ASHRAE 90.1 2007?

Or is it just for energy modeling purposes...
