Encapsulation of impacted soils

NC-2009 SSc3: Brownfield Redevelopment

In our jurisdiction, encapsulation of contaminated soils (with a "cap" that contains and prevents leaching) is considered acceptable for remediating a site. Is there precedence in LEED 2009 or 2....
