Flat & Non-Flat Paint

NC-2009 IEQc4.2: Low-emitting materials - paints and coatings

Is there another simple definition or way to know whether the paint is flat or non-flat? All technical datasheets I collected from paint suppliers has no information about specular gloss to help...
