How to apply base ratios for non-specified usage type?

For a laboratory / office building, how do you apply the baseline? It appears that you pro-rate the usage by area of each space type, but laboratories are not a listed usage type. Can we assume...

The credit requires to achieve a % reduction from base ratios. If the CI project only forms a part of a tall office building, which number of parking spaces should be taken into consideration?...
