Does anyone know if we are able to deduct from energy prices (gas) if district heating is using only 50% of gas for heating and rest comes form renewable sources?

The LEED Online forms say, that WaterSense Tool supports only zip codes of US and Canada. Does this mean that the tool is not suitable for projects outside the US and Canada?
