Campus bike rakes

My understanding is that with a campus project, the bike racks simply need to be located within the campus (or 200' from the campus). Is that correct? There are 8 buildings + 2 parking structures...

The 200 yard rule applies to bicycle racks outside of the project boundary but how about public showers outside of the project boundary? I am working on a college building and the building next...
