Carpool trips for visitors?

According to Table 5 (Reference Guide, p. 49) for 100 regular building occupants the sample size needs to be 81. Does this mean that for a project with 40 occupants the sample size has to be 81%...

Residents and condo owners rarely respond to surveys. What % of responses do you expect?
If the building does not have parking and less than 10% of residents own cars, could that suffice...
