Does the LCA must cover the 100% of building envelope and structural elements?

To earn the 3 points on this credit, Question 1: Do I need to know life cycle analysis for 100% of my structural and envelope products? Even small products like tightness, ...? steel that exists...

the district that the project is located in has a municipality water line dedicated to irrigation and it is not potable water (recycled).
Does that count as an alternative water sources?...
