You will have to make your case to the reviewer-  1. are they on manual or automatic controls 2. what is the coverage in the various scenarios 3. what are the dimensions of the louvers- are they solid? perforated?  In any case, I would strongly suggest NOT directing the Reviewer to a website for information. In v3, if 75% of an office complied, we were allowed to include the whole SF of that space in our calcs. I don't see the same language anywhere in v4...I just must not have noticed until this...
