Parking Lots at undergraound at the basement

I have following question:

If in a project there are parking lots in the building at the basement, can this project be eligible for the credit “reduced parking”?

Hello - how do i calculate the baseline parking capacity of an airport ? - it is not included in the TABLE 1 - Base Ratios for parking spaces, by building type.
