Our project has a porcelain tile floor with an anti-fracture and waterproofing membrane under it. Does the membrane product need to meet requirements for IEQc4.3?

Our project is a museum which targets IEQc4.3. One of the specified carpet for the project is 100% Sisal and we cannot find a manufacturer of Sisal with Green Label or Greenguard certification....
