We've had a similar situation for a campus project. We could not achieve the credit as the lot is shared and could not be dedicated for the sole use of our building. The other option would have been to designate preferred parking spaces based on the FTE for all buildings served by the lot. You did not mention the type of building tenants, is it 1000 separate individuals? Or are there point people who could help you distribute the survey, to say, the 10 companies in the building (each with 100 employees)? I wanted to point out one big difference in the IEQ section, as compared to LEED BD&C 2009, which is that the Thermal Comfort Verification credit (for occupant surveying) has been removed entirely. I'm not sure if there are other removals of entire credits that don't show up in the summary documents that have been published, but it seems to me that this would be an important area to provide some comment on.
