It is estimated that these units consume approximately 15% of the electrical load. Does this meet the 10% requirement or is the credit looking for 10% of the overall use?

It is 10% of the tenant space energy use. So the chilled water going to the tenant space must be submetered if the space cooling is more than 10% of the tenant space energy consumption.
